Le système de fortification proposé par le Général BRIALMONT, sous l'influence de M. Emile BANNING, fut élaboré et définitivement accepté en 1887. Il comportait la construction de 12 forts à Liège, 9 à Namur et le renforcement de la place forte d'Anvers. Ces forts seront construits autour de deux villes avec un rayon de 8 kilomètres pour Liège et 6 kilomètres pour Namur.
