Au cours du XIXè siècle de nombreux projets de création d’une rade partant de la Hève et couvrant Sainte-Adresse en s’appuyant sur les hauts fonds de l’Éclat et des Hauts de la Rade ont été proposés. Le projet de construction d’un fort sur le banc de l’Éclat remonte pour la première fois, semble-t-il, en 1808, sur l’idée de l’ingénieur Degaulle. En 1838, un certain Charles de Massas, lui, en propose deux ; il y en eut d’autres. Ce qui fait entrer ce banc dans cet index sont les projets d’un négociant du nom de Bert qui, peu avant 1880, proposa pour la protection d’une telle rade la construction d’un fort et sur le banc de l’Éclat et sur celui des Hauts de la Rade, ainsi que celui de M. Thuillard-Froideville qui, en 1884, proposait sur le banc de l’Éclat la construction d’un fort blindé semblable à celui défendant l’entrée de Porstmouth, fort dont l’action eût été appuyée par des batteries flottantes. Ces vastes desseins demeurèrent sans suite.
